Bryan Boyce is Chair of Halton Hills Hydro Inc. and Chair of the 2008/2009 EDA Board of Directors.  He is a researcher and consultant in the electricity industry and brings to the position many years of experience in managing electricity utility sector regulatory issues. He has held positions with Ontario Hydro Services Company and Ontario Hydro as a Senior Advisor of Regulatory Research specializing in Stakeholder and Government Relations, and as a Senior Public Hearings Analyst.  He also has an extensive background in Ontario Energy Board Rates Hearings.

He has been the Central District Director on the EDA Board since 2005 and is also Chair of Halton Hills Fibre Optics Inc. He is a former Chair of the Town of Halton Hills Environmental Advisory Committee, Past Chairman of the Natural Areas and Wildlife Committee, Conservation Council of Ontario, and is a Past President of the Soil and Water Conservation Society Ontario Chapter.

The Electricity Distributors Association (EDA) is the voice of Ontario's local electricity distributors, the publicly and privately owned companies that safely and reliably deliver electricity to over four million Ontario homes, businesses and public institutions.

Jenny Boyd is Energy Services Manager within NIE Energy and has responsibility for energy efficiency, renewable energy, fuel poverty and social action plans.  Jenny has worked in the energy industry for 16 years, in the private (British Gas and NIE Energy), voluntary (Bryson Charitable Group) and statutory (NI Housing Executive) sectors in England and Northern Ireland.

James Douglas is the founder and President of Util-Assist, an industry leader in smart meter consulting.  With 15 years experience in the utility sector, James is currently working with 41 utilities to facilitate their smart meter business case development, procurement, and utility wide implementation and integration.  In 2005, James collaborated with utilities to form the Ontario Utilities Smart Meter (OUSM) working group.  The OUSM is an educational group providing standardized product evaluation and recommendations to utilities and government bodies on all components of the smart meter network. It represents more than 50 utilities accounting for 3.8 million electric meters.

A career Civil Servant, I joined the former Department of Trade and Industry in 1974 and have had many jobs interfacing with industry stakeholders. My career to date has spanned both regulatory and service-led environments before being appointed to my present role within the Department for Business, Enterprise and Regulatory Reform (BERR) where I respond to the Department’s interests on energy efficiency policy.

Working closely with colleagues in the Department for the Environment, Food and Rural Affairs (Defra), my present role includes working towards development of a domestic energy supplier energy efficiency obligation.

Nick Nick Eyre, Environmental Change Institute, Oxford University

Economic strategies – a UK perspective

 

Nick is a Jackson Senior Research Fellow at the ECI and Oriel College and leader of the Lower Carbon Futures group.

Nick worked at the Energy Saving Trust from 1999 to 2007, initially as Head of Policy and, from 2002, as Director of Strategy. He was responsible for the Trust’s work on public policy issues, business development and long term business strategy.

In 2001, Nick was seconded to the Cabinet Office, Performance and Innovation Unit, where he was a co-author of the Government’s Review of Energy Policy, leading the work streams on energy efficiency and long term energy scenarios.

Previously Nick worked as a researcher and analyst on energy and environment issues, initially in the Energy Technology Support Unit (ETSU) and then as an independent consultant. In 1997, he wrote the first published study on how the Government’s 20% carbon emission reduction target might be delivered. He was lead author of the European Commission’s report used as the basis for the UK Government’s estimate of the social cost of carbon.  He has published extensively on energy, environment and transport issues.

Nick has and MA in Physics and D.Phil in nuclear physics from the University of Oxford. He was a County Councillor in Oxfordshire from 1987 to 1993.
 

Derek Derek Lickorish, Energy Consultant

Prior to setting up his own consultancy in 2007 Derek had spent 37 years in the energy business. He now focuses on some of his Energy Industry passions; smart metering, demand side management and customer service. His customers include Ofgem, PRI Ltd (International smart meter manufacturer) HVMS Ltd (High Voltage maintenance services).

His most recent appointment was with EDF Energy as their Chief Operating Officer, Customers Branch, for nearly 5 years. In his role of COO Derek was responsible for leveraging his many years experience in all aspects of the energy value chain from Energy management and purchasing through to IT, Sales, Marketing, Metering, Credit Control and Customer Service. The newly acquired combined business of the 3 Energy Retail businesses of London Electricity, Seeboard Energy and South Western Electricity (SWEB) had 5.4 million customer accounts, 6500 staff and a turnover in excess of £4.5 billion.

At London Electricity and SWEB Derek served in several leadership roles including Managing Director, Customer Service, External Affairs Director and Director of Customer Services. As Managing Director, he reported to the CEO and developed company-wide strategic initiatives and managed the implementation. Derek has also served on the Boards of Private companies and Public and Private sector partnerships in a range of roles including deputy Chairman and Chairman.

Peter Love, Ontario's Chief Energy Conservation Officer  

Electricity System and Conservation in Ontario

Peter Love became Ontario's first Chief Energy Conservation Officer in April 2005 to advance a "culture of conservation."

As Executive Director of the Canadian Energy Efficiency Alliance, he was a leading advocate for energy efficiency.  He has also served on the National Advisory Committee on Energy Efficiency, and as the director of the Canadian Coalition on Acid Rain.  As a project coordinator for Pollution Probe, he was part of the team that developed the concept "Reduce, Reuse, Recycle".   His MBA and BA are from the University of Toronto and he has received a Lifetime Achievement Award from Sustainable Buildings Canada.

Gavin Purchas is currently working as the Energy Policy Analyst for the Sustainable Development Commission currently working on energy efficiency in the domestic sector.  He has previously authored an SDC report on the role of regulation in the energy sector entitled "Lost in Transmission: the Role of Ofgem in a Changing Climate".  Prior to his role at the SDC he worked on developing policy for the UK Climate Change Programme 2006 and worked in Margaret Beckett's private office with policy responsibility for sustainable development whilst she was Secretary of State for Environment, Food and Rural Affairs.

Tony Rockingham is the Assistant Deputy Minister for the Office of Conservation and Strategic Policy at the Ontario Ministry of Energy.  He re-joined the Ministry of Energy in 2005 after seven years at the Ontario Ministry of the Environment, where he was the Director of the Air Policy and Climate Change Branch.  He studied Industrial Engineering at the University of Toronto and earned a Ph.D. in Mechanical Engineering from the Imperial College of Science and Technology in London, England.

John Scott, KEMA Consulting 

Residential demand: a European/UK perspective

John Scott joined KEMA Consulting in January 2008 having previously been the Technical Director for Ofgem, the British gas and electricity regulator. Earlier in his career John was Director of Engineering for National Grid Company in the UK.

In his present role he has a lead responsibility for Network Innovation working in close collaboration with KEMA colleagues and clients internationally.  This area of work includes Smart Grids and their development in Europe and globally.  In support of concrete developments, his focus goes beyond technology and includes commercial, regulatory and management aspects of innovation on networks and their interactions with customers.  He is also actively engaged in asset management and regulatory price control matters.

John contributes to the wider power sector through involvement with the Institution of Engineering & Technology, the UK Energy Research Centre advisory board, and the European Technology Platform: SmartGrids. He is a Fellow of the IET and a member of their Energy Sector Panel. He is also a Visiting Professor at the University of Bath.

R Paul Shervill, Vice President Conservation & Sector Development

Understanding the Consumer

Paul Shervill has responsibility for the design, operation and marketing of the portfolio of OPA conservation programs in all market segments. He is also responsible for fostering the development of a more sustainable, competitive electricity sector in Ontario.

His career in the energy industry spans 30 years and encompasses both public and private sector experience.  His public sector background includes positions of increasing responsibility at the Ministry of Environment and the Ministry of Transportation, and culminated in the position of Executive Coordinator, Programs and Technology, with the Ministry of Energy.  In 1990, he joined Union Gas where he held senior roles in environmental affairs, business development and marketing for residential, commercial and industrial customers.

Paul Shervill holds an Honours B.A. and a Master of Engineering (Environmental), from the University of Western Ontario.  He has served as a member of the Canadian Gas Association's Standing Committee on Sustainable Growth and the American Gas Association's Strategic Marketing Committee.
